The success of our efforts depends in large part upon the collaborative relationship we are able to sustain with local and state governments, who are the direct consumers of our services. We are best able to assist government in its purposes of strengthening communities, when engaged with it in a process of coordinated planning. Our continuing expansion of services to special-needs children-who have historically been underserved by providers in New York State-is an outcome of such a process. At the same time, we intend to maintain and enhance programs for those populations that the agency has traditionally served. It is our goal to remain at the forefront of the service delivery system as we forge into the Twenty-First Century.
